BUGANDA MOVES TO FORM OWN ARMY

Unlike other Lukiiko sessions, yesterday’s sitting attracted thousands of Kabaka’s mournful subjects who filled the gallery, corridors and Bulange’s expansive compound. Donned in Kanzus and bark cloths, the emotionally-charged crowds kept singing Buganda’s anthem.

After Walusimbi’s remarks, Speaker Kaddu Serunkuma invited reactions from the audience which came as follows: First to speak was Dr Jack Luyombya. Faulting some Mengo officials for using such emergencies to enrich themselves, he called for transparency in management of all the funds Kabaka’s subjects will contribute.

To inspire confidence in Baganda and other contributors, he proposed that only credible people be put on the fundraising committee. Sebaana Kizito opposed Katikkiro’s proposal for a gradual process saying Masiro reconstruction should be done urgently. He proposed the rebuilt site be insured.

Kaggo Tofiri Malokweza proposed that the youths who were shot at the tombs be declared heroes to inspire more Baganda nationalists.
He proposed Buganda designates a piece of land in the city for burying young men who could die in future confrontations between central government and Mengo.

Edward Kamya Lugonvu, who represents Kyaddondo, proposed the Bamboowa department (Kabaka’s guard) be expanded.He said more should be recruited, given sufficient training and armed with batons to provide security and take  on security operatives from central government should they attack Kabaka’s subjects again.

He said the Bamboowa head can always liaise with the Inpector General of Police in case the kingdom needs extra security. He proposed, and Sebaana supported him, that the Katikkiro writes to central government asking them never to deploy any state security at Kabaka’s functions including the prayers at Kasubi due this Friday. 

He also proposed that Kabaka should modernize his Bamboowa department by buying them cars, uniforms and radio calls.Zambogo’s Feffeka Serubogo  said nothing serious would come out of investigations led by the Ugandan police which he said had never successfully investigated any fire incident since the year 2000 when Kibwetere burnt his followers in Kanungu. In the end, the Lukiiko resolved to demand for independent inquirers like Scotland Yard or a panel led by an independent judge.

Sebaana said Mengo should write to government informing it not to deploy any security during the Friday prayers at Masiro, saying “the Baganda can and will protect their Kabaka.” A sobbing Bugerere chief, Sevume Musoke, urged Mengo to probe why over 2,000 are undergoing military and ideological training at Buwungiro village in Kayunga.

He also said since the Kasubi shooting victims weren’t getting adequate treatment at Mulago, Mengo should evacuate them to private hospitals. He gave the example of a one, Mwanje, who he said was still having bullets in his chest at Mulago hospital. Prof Livingstone Walusimbi thanked Nkoba Zambogo for being bold in defending the Kabaka. Saying Buganda had been a victim of targeted witch-hunt since 1964, Senior Counsel Joseph Balikuddembe said Mengo should identify a Muganda and field him as president in 2011. He said a non Muganda would never bring happiness to Mengo.

In the end, nine resolutions were passed including urging President Museveni to restrain ministers who make statements that despise Buganda. Quoting Kamunye of Thursday March 18, Lukiiko members cited Prof. Tarsis Kabwegyere as one such minister.
